Successfully Finance a Home Purchase or Renovation with KfW Funding

Do you have big dreams of owning your own property, a modern home, or an energy-efficient renovation? Then you should definitely consider the wide range of options offered by KfW subsidy loans. The Kreditanstalt für Wiederaufbau (KfW) offers a broad range of subsidy programs to support the purchase, construction, renovation, and modernization of residential property.

Home Financing—Made Easier with Subsidies, KfW Grants, and Subsidized Loans

For many people, the dream of owning a home is a central life goal. Whether it involves building a new home or modernizing an existing one, the path to realizing this dream often comes with financial challenges. Building or modernizing a home requires solid financial planning to ensure that all costs are covered. Therefore, it makes sense to consider available financial assistance options. KfW subsidies can lead to significant savings.

How does a KfW grant work?

The path to KfW financing goes through a bank that acts as an intermediary—the so-called “house bank” principle. The loan terms are set by KfW and therefore apply regardless of which bank you work with. Some banks offer the KfW Homeownership Program. It is important to note that not all banks handle all KfW programs, and insurance companies are generally not authorized to grant KfW loans. In some cases, however, KfW loans can be arranged through state development banks.

What changes and new features are there in the KfW grants for 2023?

  • Increase in Funding Amounts: The maximum funding amount for various programs will be raised in 2023 to ensure even better support for investments.
  • Adjustment of interest rates: Interest rates for some KfW funding programs will be adjusted to offer attractive financing options.
  • Simplification of the application process: The process for applying for KfW grants will be further simplified to make it easier to access funding.
  • Focus on Sustainability: KfW is placing greater emphasis on environmental and climate protection, so funding for sustainable projects will be prioritized.

KfW Programs for 2023: Financial Support for Construction, Housing, and Energy Conservation

Federal Funding for Energy-Efficient Buildings (BEG)
  • Who is eligible for funding? Anyone who wants to modernize their property
  • How much is the grant? Max. €120,000 – €150,000
  • What conditions must be met? Minimum energy efficiency level 85; consultation with an energy efficiency expert is required
  • Special features: Converting non-residential spaces into living space may also qualify for the grant. Individual measures receive grants without loans

Improve the energy efficiency and comfort of your home with KfW funding under the Federal Program for Energy-Efficient Buildings (BEG). By carrying out comprehensive modernization measures on your residential property, you can improve its energy performance while also enhancing your living comfort. However, the Federal Funding Program for Efficient Buildings (BEG) focuses primarily on complete renovations. The KfW grant, administered by the Federal Office for Economic Affairs and Export Control (BAFA), provides support for implementing various measures such as insulation, replacing the heating system, and installing new windows.

The subsidy for a complete renovation to achieve “Energy-Efficient House” status is extremely attractive. KfW supports all modernization measures that ensure the building meets at least Energy Standard 85. This standard is significantly higher than the requirements for new construction and thus contributes to a sustainable future. You will receive a low-interest loan as well as a principal repayment subsidy that reduces your remaining debt at the end of the 10-year fixed-interest period. The amount of the principal repayment subsidy varies depending on the level of energy efficiency achieved.

The subsidy loan covers 100% of eligible costs, up to a maximum of 120,000 euros per residential unit in the building. If you have a heating system installed that runs on at least 65% renewable energy, you can even increase the amount to up to 150,000 euros. The principal repayment subsidy can amount to up to 37,500 euros, depending on the efficiency level. Under certain circumstances—for example, if your building is currently among the least energy-efficient buildings—you may even receive an additional subsidy.

It is important to note that the subsidy also covers the creation of new living space within a building, such as the conversion of a previously unused attic. However, this option is only available if no new apartment is created. If, for example, you’d like to convert the attic into a self-contained apartment, funding through the KfW program “Climate-Friendly New Construction for Residential Buildings” (KFN) would be possible—though without a repayment subsidy! It’s also possible to combine new construction funding with modernization funding.

For those who do not wish to completely renovate their property but rather modernize it in stages, the Federal Office for Economic Affairs and Export Control (BAFA) offers funding for individual measures. In this case, you receive grants only, without having to take out a loan.

Loan for Energy-Efficient Buildings (BEG 261)
  • Who is eligible for funding? Anyone planning a complete renovation of an existing property or the purchase of a renovated property
  • How much is the grant?€000 – €150,000
  • What conditions must be met? The building permit for the structure must have been issued at least 5 years ago, and the property must not be an “unheated non-residential space” (barn, warehouse, etc.) intended to be converted into living space
  • Special notes: Does not provide funding for the installation of photovoltaic systems

KfW doesn’t just offer grants for the construction of real estate. It also provides generous funding for the modernization and energy-efficient renovation of residential properties. This grant program gives you the opportunity to renovate or modernize your property—or even purchase a property that has already been renovated. But not just any renovation—these must be energy-efficient measures that meet specific energy efficiency standards.

But what exactly is eligible for funding? The possibilities are wide-ranging! You can subject your existing property to a comprehensive renovation or even purchase a property that has already been renovated.

The amount of funding depends on the target energy efficiency standard. You can receive a low-interest loan of up to 120,000 euros or even 150,000 euros. There is also an attractive repayment or investment grant ranging from 15% to 50%, depending on the measure and the energy efficiency standard.

KfW Funding for Climate-Friendly New Construction (KFN 297, 298)
  • Who is eligible for funding? Anyone planning to build a new energy-efficient home
  • How much is the grant? €100 ,000 – €150,000
  • What conditions must be met? Construction of a KfW-40 energy-efficient home or a KfW-40 energy-efficient home with the “Sustainable Building (QNG)” quality seal
  • Special features: In a multi-family residence, the grant can be applied for individually for each residential unit

The Federal Ministry of Construction recently published the guidelines for funding energy-efficient new construction starting in March 2023. The “Funding for Climate-Friendly New Construction (KFN)” program is designed to support particularly energy-efficient buildings. A funding pool of 750 million euros is available, though it is difficult to predict exactly how far this will go.

The funding is administered through the Kreditanstalt für Wiederaufbau (KfW) and is provided exclusively in the form of low-interest loans. Grants and principal repayment subsidies are no longer available.

Specifically, the program offers two options: Option 297 for the construction of a new Energy Efficiency House 40 with a maximum loan of 100,000 euros per residential unit, and Option 298 for the construction of a new Energy Efficiency House 40 with the “Sustainable Building (QNG)” quality seal and a maximum loan of 150,000 euros per residential unit. For multi-family buildings, the subsidy is granted per apartment.

However, it is expected that the funding pool will be exhausted quickly. The exact number of subsidized houses or apartments that can be financed with the 750 million euros made available is difficult to estimate. It is expected that investors who are already in advanced planning stages, in particular, will access the subsidies in the short term.

KfW Homeownership Program (KfW 124)
  • Who is eligible for funding? Any individual, regardless of income, age, or marital status, who plans to build or purchase a property
  • How much is the grant? A flat-rate loan of€50 ,000
  • What conditions must be met? The property must be owner-occupied for 12 months
  • Special features: Shortfixed-rate period and high principal payments

Whether you’re buying an existing home or building a new one, this subsidized loan is specifically designed for the purchase of owner-occupied residential property. Anyone who wants to make the dream of owning their own home a reality can benefit from this subsidy. The KfW Homeownership Program offers long-term, low-interest loans that can be applied for through participating banks or savings banks.

The program covers the construction or purchase of owner-occupied residential property, whether it is a single-family home or a property transferred to relatives free of charge. Please note that refinancing existing loans and providing additional financing for projects that have already begun or been completed are excluded from this program. Certain requirements apply to renting out the property, such as a minimum occupancy period of 12 months before the property can be rented out.

The KfW Homeownership Program offers you a lump-sum loan with a term of up to 25 years and up to 50,000 euros per construction or purchase project, regardless of the actual total costs. A particularly attractive feature is the option to have a repayment-free first year. Depending on your individual needs, up to 3 repayment-free years can be arranged. The desired total term and the number of repayment-free years affect the amount of the monthly payment.

KfW Homeownership Support Program for Families (WEF, 300) – "Baukindergeld II"
  • Who is eligible for funding? Low-income families with at least one minor child in the household
  • How much is the grant? €140,000 – €240,000
  • What conditions must be met? Construction of a new KfW-40 building with QNG-PLUS or QNG-PREMIUM certification
  • Special features: Intended to serve as a replacement for the “Baukindergeld” (child homebuilding allowance) and is aimed at low-income earners

One particularly exciting subsidy program, set to begin on June 1, 2023, is the “Homeownership for Families” (WEF) program. Through this program, the federal government aims to support low- to middle-income families in building a new home for their own use. The subsidized loan is offered at an interest rate lower than standard bank rates.

It is even intended to serve as a kind of equity substitute. With this, the federal government aims to meaningfully replace the “Baukindergeld” (child homebuilding allowance) and support families on their path to homeownership.

There are also income limits to ensure that families with low to moderate incomes can benefit from the subsidy. The annual taxable household income may not exceed €60,000, which increases by €10,000 depending on the number of children.

The new subsidy program “Homeownership for Families” supports the new construction or first-time purchase of a climate-friendly residential building. There are two subsidy levels:

  • “Climate-Friendly Residential Building” requires compliance with the Efficiency House 40 standards and the Sustainable Building Quality Seal (QNG) with regard to greenhouse gas emissions.
  • “Climate-Friendly Residential Building” with QNG meets all requirements for an Efficiency House 40 and the Sustainable Building Quality Seal (QNG-PLUS or QNG-PREMIUM) and receives a sustainability certificate from an accredited certification body.

Funding covers the total construction costs, specialized planning and construction supervision services, as well as services for life-cycle analysis or sustainability certification. Material costs resulting from owner-performed work are also eligible for funding. The minimum technical requirements and the list of eligible measures and services correspond to those of the “Climate-Friendly New Construction – Residential Buildings” program.

KfW Grant for "Age-Appropriate Renovations" (KfW 159)
  • Who is eligible for funding? Owners, tenants, housing cooperatives, municipalities, and public-law entities
  • How much is the grant? €50,000 per residential unit
  • What conditions must be met? The work must be verifiably carried out by specialized contractors
  • Special provisions: KfW covers 100% of eligible costs up to a total of €50,000

A home is more than just a place to live. It is a place of security, comfort, and personal freedom. But what if your home suddenly becomes an obstacle course? The Federal Ministry of Construction, in collaboration with the Kreditanstalt für Wiederaufbau (KfW), has created a program that addresses exactly this issue: the KfW program “Age-Appropriate Renovations” (Number 159). It supports measures to reduce barriers in homes and the surrounding living environment, enabling people of all ages to lead self-determined lives.

What exactly is eligible for funding? Quite simply: anything that helps remove barriers. This can include home modifications, such as installing walk-in showers, removing door thresholds, or installing handrails. Measures can also be taken in the surrounding area to make access to the building or the neighborhood barrier-free.

Funding is provided through low-interest annuity loans with an impressive 10-year fixed-rate period. This means you don’t have to worry about rising interest rates and can benefit from the advantages of this funding program over the long term.

KfW covers 100% of eligible costs, up to a maximum of 50,000 euros per residential unit. This funding thus makes it possible to carry out comprehensive, high-quality renovations without facing financial constraints.

Who can benefit from this program? The answer is simple: anyone who wants to make their home accessible. It doesn’t matter whether you’re a homeowner, a renter, a housing company, or a municipality.

Over time, KfW has repeatedly made changes to its subsidy programs to meet current requirements. Therefore, it is important to stay informed about the latest eligibility criteria and interest rates in order to secure the best possible subsidy.

With KfW’s wide range of funding options, you have access to financial resources to make your dream home a reality and improve your home’s energy efficiency.

Frequently Asked Questions

Your questions

What questions should you ask when buying a house?

When buying a house, you should ask questions about the building fabric, energy modernization requirements, any damage or defects, and the condition of the roof, heating, plumbing, and electrical systems. You should also find out about the neighborhood, everyday amenities, and the location in general. Furthermore, you should find out about the running costs and check the documents. Here you should review a current extract from the land register, building permit documents, the energy performance certificate, and various other information.

How often should you view a house before buying it?

It is advisable to view a house at least twice: once in daylight and at least once more to clarify any outstanding questions. If possible, take an expert or experienced companion/craftsman with you. Virtual viewings can also be used as a supplement.

How much money should you have when buying a house?

As a rule of thumb, when buying a home for your own use, you should have at least 10%, or better still 20-30%, of the purchase price as equity. The purchase price includes the actual purchase price as well as ancillary costs such as notary and court fees, brokerage commission, and real estate transfer tax.

Will 2025 be a favorable year for purchasing a home?

2025 could be a favorable year, as interest rates remain stable and many real estate buyers return to the market. However, regional differences and supply-demand situations play a role.

How do you transfer large sums of money when buying a house?

A notary account may only be opened if there is a legitimate security interest. Cash payments have also been prohibited by law. The transfer of large amounts should always be discussed with your bank advisor in advance so that any transfer limits can be adjusted if necessary.
